The Create New Topic should be near the left hand side on top of the list of threads or right hand side.
On the Main Page there should of a link to all the recent posts that everyone has made each time someones posts. That should be on the right hand side.
A Legend: so we can see who's admin, writer, mod, Member Of the Week title.
Also if there is a way to put a icon beside each category and have it so that if someone posts in it marks it as a new post in that category and if you have seen the post it's a faded icon.
Phpbb is a good example -

I'll try to get the create new topic button on the thread page, didn't realize there wasn't one.
As for the recent posts thing, I added a link at the very top right called 'Recent Posts', is that what you meant?
There is a new posts indicator. On the main page, if there are unread posts, there is a Green border thing on the left side. If it's all read, it's not there. It's similar to new posts in topics, except I didn't highlight the rows green.
