I Can't add anyone on steam it ask me to have games in ur steam account which i guess i need to buy a game which i can't coz they only sell steam cards in the USA.And sometimes Steam is laggy -
I have no issues with Steam at all =). For me it's an awesome service. It may be since you're in a different country. Where are you from btw? -
The reason why they only allow people who have games to use the community features on Steam is to stop spamming. Generally spammers aren't interested in spending $5 to get their accounts banned.

Well there are a lot of F2P games on Steam that you could add to your account such as Team Fortress 2, Planetside 2, or even a bunch of MMORPGs.

I don't think the free games allow you to be able to add people though. I was in the same boat at one point -

now see, I'd love to just give away a dollar to everyone who came in on this forum, but I certainly can't afford to do that. If you stick around for a while though, contribute positively to the group, etc. I'll totally get ya. It may seem like a lot for $1 but im just a poor kid out of college and I hope you understand my reasoning. Some features such adding a friends on steam is locked untill you buy a game throught steam.If u have free to play games it work too.My suggestion is to find someone with dota 2 and to send u as a gift.
