When you enable the Kinect for the voices, you have a choice of either Shouting in English - "Unrelenting Force!" - or in Dragon: "Fus Ro Dah!". You dont need to press anything to bay an English command, but you must hold the right bumper if yelling in Dragon.
Shouts are not the only thing that you are able to command with your voice though. You can assign hotkeys, command followers, navigate items, Barter, manipulate the map, peruse Skills and a lot more.
